This is obvious. That doesn't mean a two state solution must necessarily be a stalling tactic. The problem with your one state solution is that Israel is unlikely to consent to such a state where Arabs have equal representation. It's a nice ideal, but I can't see it happening. A one-state approach could just as easily be used for stalling, building settlements, and running a self-deportation scheme in Judea and Samaria.

Hamas is Israel's best tool in the stalling game. It justifies occupation and blockade as defense. A unilateral Hamas disarmament would take that shield away from Israel, making non-violent resistance and BDS effective tactics Israel could not deflect by pointing at Hamas as justification for perpetrating injustice.
