The bill requires that abortion clinics meet a minimal standard for a medical facility. The reason is obvious, and it is based upon the very arguments posed by those who support abortion; that this is an issue of “women’s health” and that abortions are sometimes performed to “save the life of the mother.”

The typical abortion clinic is ill-equipped to provide for women’s health. If any medical emergency occurs, this bill ensures that the clinic itself is able to provide some measure of care, and if the need arises for advanced care, the clinic is within reasonable proximity and has an association with a facility that is able to provide that care. The fact that pro-abortionists have a problem with that exposes the fact that they care more about abortion-on-demand as a sick form of birth control than anything to do with “women’s health.”

The other part of this bill bans abortions from being performed after 20 weeks. That is because there is very clear scientific evidence that, at 20 weeks, the baby can feel pain, among numerous other functions common to human beings. Reasonable people can disagree as to the point at which life actually begins, but it is very clear that it has begun by 20 weeks. The mere fact that the separate human life happens to reside in the womb of the mother does not give the mother the right to murder.

Furthermore, this bill is intended to eliminate Gosnell-type clinics, such as the one operated by Douglas Karpen in Houston. It is very clear that abortion law was being broken at his clinic, and it is very clear that the oversight of abortion clinics has been completely lacking. Abortionists are not allowed to deliver a live baby and then cut its neck and/or snip its spinal cord. That is murder, by any definition.

Again, going back to the very arguments offered by the pro-abortion crowd, who have framed this argument in medical terms. If abortion is truly a “medical procedure,” then it should be held to at least minimal standards of medicine. Just like any medical clinic, abortion clinics must be held to the same regulation and oversight, if this issue is truly about women’s health.
